Adaptive and entrepreneurial leadership and the integration of technology in teaching and learning in east African universities

Abstract: The integration of technology in higher education creates significant opportunities for innovation, access, and quality improvements in East Africa. However, technology can be effectively integrated only through adaptive and entrepreneurial leadership that is able to overcome institutional, economic and cultural complexities. The current study examines how adaptive and entrepreneurial leadership contributes to the technological integration and the institutional innovation in the universities of Kenya, Uganda, Tanzania, Rwanda, and Somalia. Through a qualitative synthesis of literature and documentation of peer-reviewed journals, conference proceedings, policy documents and strategic plans (2014-2024) of universities in the region, the study identified common leadership practices that support the technological transformation of universities in the region. The findings of the study show that leaders that use adaptive strategies (flexibility, learning and collaboration) and entrepreneurial mindset (creativity, opportunity-seeking, and strategic innovation) achieve greater technology adoption and academic renewal. Nevertheless, lack of sufficient funding, poor digital infrastructure and hierarchical governance structure limit further progress in the region. The study suggests that there should be developed, comprehensive capacity-building of university leadership, cross-border cooperation, and policy frameworks that support innovation in higher education systems of East Africa, particularly in emerging universities in Somalia.
